There are two categories for DAAD Scholarship Programs Master’s and Postgraduate
Helmut-Schmidt-Programme (Master’s Scholarships for Public Policy and Good Governance – PPGG)
The DAAD Helmut-Schmidt-Programme, also known as the Public Policy and Good Governance program, provides support to aspiring leaders from developing countries who aim to foster democracy and social justice in their home countries.
This program, funded by the German Federal Foreign Office, offers the opportunity to pursue a Master’s degree in programs that are highly relevant to the social, political, and economic development of the students’ countries of origin.
Development-Related Postgraduate Courses (EPOS)

Benefits of Scholarships
Scholarship recipients of the program will be provided with the following benefits:
- Monthly scholarships amounting to €934 for the duration of their master’s program at German higher education institutions.

Funding Duration
The duration of the funding varies depending on the study program, ranging from 12 to 42 months.
Who is Eligible?
- Graduates from developing and emerging countries (bachelor or equivalent) who are eligible for the program should possess the following criteria:
- Candidates should have a strong academic background with a well-rounded first university degree, demonstrating above-average grades (upper third) in fields such as Social and Political Sciences, Law, Economics, Public Policy, and Administration.
- Applicants should exhibit a clear commitment and eagerness to actively contribute to the social, political, and economic development of their home countries or regions.
- Prior practical experiences relevant to the program, such as professional experience, internships, and political/social commitment.
Documents Required
The required application documents include:
- A signed checklist and list of criteria, indicating place and date of issue.
- Completed DAAD application form “Application for a research/study scholarship” (typed or clearly legible).
- A single letter of motivation (maximum two pages) explaining academic, professional, and personal reasons for participating in the Helmut-Schmidt Programme. It should also include a detailed explanation of your choice of master’s courses and how they will contribute to your academic and professional advancement.
- Europass format curriculum vitae in reverse chronological order, providing precise information about your education and practical experience, including the date of issue.
- Copies of higher education degree certificates (certified translation if not in German or English), ensuring they are clearly legible.
- Copy of full transcript of records with an explanation of the grading system (certified translation if not in German or English), ensuring clarity.
- Confirmation of relevant professional experience, internships, and/or proof of political activities or community service (volunteering, work for charities or NGOs) on headed paper. The original or code-certified digital signature, date of issue, and stamp should be included. Provide certified translation if necessary.
